South Korea consults on amendment to electronics legislation

16 July 2020,  Chemical Watch

Proposes bringing four phthalates and 23 products under control of RoHS-like law

South Korea’s Ministry of Environment is consulting until 19 July on proposals to add four phthalates and 23 products to the list of substances and products covered by the country’s electronics legislation. The move would amend the Act on Resource Circulation of Electrical and Electronic Equipment and Vehicles – the country’s equivalent of the EU’s RoHS Directive. It would bring the same substances as those covered by EU RoHS under the regulation, with the same limit values. The additional 23 products types include: • dehumidifiers; • toasters; • electric kettles; • electric water heaters; • hair dryers; and • video game machines.

SMEs may struggle The Korea Electronics Association (KEA), the body representing South Korea’s electrical and electronic industry, told Chemical Watch it believes the delay in implementation has allowed industry enough time to prepare, but that not all companies are at the same level of preparedness. Mr Chang-Wook Do, KEA’s environment and energy centre manager, said large and medium sized companies such as Samsung Electronics or LG Electronics were prepared to replace phthalate substances. However, he added, small and medium sized businesses will still struggle to deal with the changes because of a lack of resources, awareness and information.
